Senate Appropriations Committee Update - Sep 2017

On September 7, the Senate Appropriations Committee approved the Labor, Health and Human Services, and Education (LHHS-ED) Fiscal Year (FY) 2018 bill, by a vote of 29-2. This bill gives markedly higher allocations to Nursing and nursing related  programs than does the House LHHS-ED bill which was passed earlier in August and also the President’s Budget for FY 2018. Below highlights major programs of interest within the Department of Health and Human Services and the Department of Education.
 
Department of Health and Human Services (HHS): $164.1 billion in base discretionary funding (a $3 billion increase above the FY17 level)

  • Title VIII Nursing Workforce Development programs: $234.472 million, increasing funding for the Advanced Nursing Education program by $5 million. Per the report language: The “Committee provides an increase of $5,000,000 to award grants for the clinical training of sexual assault nurse examiners to administer medical forensic examinations and treatments to victims of sexual assault in hospitals, health centers, and other emergency health care service provider settings, including Federally qualified health centers, clinics receiving funding under title X, and other health care providers as determined appropriate by the Secretary.”
  • National Institutes of Health (NIH): $36.1 billion ($2 billion increase over FY17)
    • National Institute of Nursing Research (NINR): $155.210 million ($4.9 million increase over FY17)
    • All of Us Precision Medicine study: $290 million ($60 million increase over FY17)
    • Opioid: $816 million (a $655 million or 440% increase since FY16) for Centers for Disease Control and Prevention (CDC) programs, Substance Abuse and Mental Health Services Administration (SAMSHA), and the Health Resources and Services Administration (HRSA)
  • No new funding for activities in the Affordable Care Act
